MRRESOURCES-91 release request for maven-remote-resources-plugin

Hi,

Would anyone be so kind to release maven-remote-resources-plugin ?

My patch was merged more than 3 years ago, and the official release is
still missing.

The problem is org.apache:apache pom uses maven-remote-resources-plugin to
create DEPENDENCIES file, and it causes re-build of the jar, sources-jar
every time.

Good idea, this plugin didn't have any release for years

Let's review if there is any other improvement to merge before the release
